This one is called Management-by-insanity. It gets its name from the following quote:
"Insanity is doing the same thing, over and over again, but expecting different results. "So, predictably, in this form of management you keep wishing different results but don't actually change anything you are doing.
The idea is that if you do it enough times, surely it will work sooner or later. But, as the quote suggests, it can have the side effect of leading to insanity !
